SEND IN THE CLOWNS: Last year, Britain. This year, Canada. South Coast Plaza has loaned its marketing muscle to Cirque du Soleil, the French Canadian circus performing Feb. 22 to March 7 in a parking lot at the shopping center. Last year the Costa Mesa mall spawned a blizzard of T-shirts and mugs decked out with the Union Jack as part of its Festival of Britain promotion. . . . Now it has opened an “annex” in the shopping center to sell circus tickets and souvenirs.
