SOUTH KOREA: President Roh Tae-Woo vowed to invest $3.4 billion in this year’s budget for technological development, saying South Korea can no longer depend on foreign know-how. “We cannot resort to foreign countries in introducing advanced technology anymore,” Roh said. South Korea’s overall investments in technical development, including private funds, will increase sharply in the next 10 years to 5% of its gross national product in 2001, from 2.51% in 1990, he said. The government will seek to change the nation’s social structure so that scientists and technicians can receive preferential treatment.
