Why is it that elected officials always have to wait until the crisis is here before they do anything?

The drought is in its fifth year, and now we are faced with 50% cutbacks. What happened to doing something in years 1,2,3 and 4?

Now I read that the San Marcos landfill may not be permitted because there is a fear of ground-water contamination.

I suppose the next thing our smart elected officials will do is mandate a 50% reduction in lawn clippings and garbage. Maybe a 50% reduction in newspapers so they won’t go into the landfills.

Let’s get going! We have been working on a new landfill site for five years. What’s the hold-up? Not enough crisis yet?

If water is short, we have to cut back. If landfill space is short, maybe we can dump it in City Hall and the county building. It will be a better use than housing all those bureaucrats and elected officials.
