LEADFOOT: State Sen. Frank Hill swears he’s never received a speeding ticket. That didn’t stop the Orange County legislator from sponsoring a bill to stop police from using “photo radar” to ding the state’s speeders. . . . Hill calls the device “an outrageous invasion of privacy.” The machine automatically clocks a speeding vehicle, snaps a picture of the license plate and the driver and mails a ticket to the owner. Hill claims the device’s popularity stems from the eagerness of cities for ticket revenue.
