Accusing the Chicago White Sox of “cheating,” Baltimore Manager Frank Robinson said that the Orioles would file a protest over dugout facilities that place the visiting team at a disadvantage in the new Comiskey Park.

This will be the second year in a row that the Orioles have lodged a formal complaint against the White Sox. Both have involved the sign-stealing talents of Chicago coach Joe Nossek.

“I really, truly believe they have a camera focused on the (visiting) dugout, the third-base coach or sometimes maybe both,” Robinson said. “I’m convinced they are one team that cheats.”

Boston’s Roger Clemens, off to a 4-0 start, will find out today if he must serve a five-game suspension and pay a $10,000 fine for his actions in last year’s American League playoffs. A spokesman for Fay Vincent said the commissioner will issue his decision of Clemens’ appeal one week after hearing arguments from the pitcher’s agent and lawyers from the players association. . . . Terry Puhl, a 14-year major league veteran, agreed to a one-year contract with the Kansas City Royals. Puhl, 34, will replace George Brett, who will be put on the 15-day disabled list.
