Santa Monica : Baysaver Funds Sought
The City Council voted unanimously to prohibit tenants from removing low-flow fixtures without permission from their landlords, and also voted unanimously to appropriate $320,000 to continue to subsidize its increasingly popular plumbing retrofit program called Baysaver.
The Baysaver program was launched in 1989 to decrease runoff into Santa Monica Bay and to conserve water by offering $100 to residents who replace toilets and shower heads with low-flow models.
Baysaver has become so popular since the council’s decision in March to impose mandatory 20% cutbacks in citywide water use that the program needed the additional $320,000, according to city staff.
City staff will ask the Metropolitan Water District, which finances about 25% of the program, for about 50% of the program’s cost, or a total of nearly $1.1 million for the five-year program, which runs through 1994. With the anticipated MWD funding, the city staff hopes to begin installing low-flow fixtures in apartments at $25 per installation.
