** 1/2 Rebel Pebbles, “Girls Talk,” I.R.S. Four perky females with a debut album titled “Girls Talk” can’t help but conjure up memories of the Go-Go’s and their first single of a decade ago, “Our Lips Are Sealed.” The bouncy confections doled out by Los Angeles’ Rebel Pebbles don’t have quite the zip of the vintage Go-Go’s material, except for “Anthony’s Attic.” The group’s ode to men with only one thing on their minds--higher education--displays an appealingly off-kilter humor.
