Chief Gates should step down because those in charge do influence attitudes. I think that those in charge can squelch negative racial attitudes in their ranks. It appears that the leadership allowed certain cops to get away with that kind of racial speech (demonstrated by the computer messages).
I’m not glad that the Rodney King incident occurred, but I believe positive results can come from this.
