HAPPY RAILS: Orange County commuters who complained to Amtrak last month about strict enforcement of deadlines for using discount tickets made their point. . . . They’ll get three weeks instead of two to take their 10 rides. Passengers had complained that vacations, illness and Amtrak’s own tardiness sometimes made it impossible to use the tickets before they expired. . . . An Amtrak spokesman said the deadline has been extended only on the San Diego-to-L.A. route.
