Two brothers sought by police in a fatal shooting last week in Southeast San Diego have turned themselves in, authorities said.

Phone Luangphomsopha, 29, and Mone K. Luangphomsopha, 30, both of Southeast San Diego, were questioned and released Sunday night because “it’s sounding more like a self-defense situation,” San Diego Police Lt. Dan Berglund said Tuesday.

The district attorney will make the final decision about whether the shooting was justifiable, Berglund said.

The two are suspected of being involved in the death of Joy Thaboua, 29, who was shot once in the head with a small-caliber handgun in an alley behind the apartment complex in the 4100 block of National Avenue where the brothers live, Berglund said.

According to witnesses, two men had been arguing with the victim before he was shot. A rifle recovered at the scene belonged to Thaboua, and some bullets had been fired from it, Berglund said.
