Monterey Park : Police Chief to Retire Sept. 30

Police Chief Robert W. Collins, who was coaxed out of retirement in 1990 to head a department beset by controversy, will retire Sept. 30, city officials announced Thursday.

Collins, 68, will be succeeded by Deputy Police Chief Daniel Cross, 42, a 17-year veteran of the Police Department. Cross holds a master’s degree in public administration from Cal State Los Angeles.

Collins began working as a Monterey Park police officer in 1955, and rose to the rank of chief in 1987. He retired briefly, then was hired back as chief in 1990 to replace Kenneth Hickman, who resigned under pressure from then-City Manager Mark Lewis and the Police Officers’ Assn.
