IT’S IN THE MAIL: A slick brochure touting the El Toro Marine base as a future commercial airport is making the rounds, thanks to $4,000 from a group favoring the proposal. Is this the same group that told its consultants it was too poor to pay their $5,059.62 bill? Uh, yes. “What can I tell you?” said Executive Director Ken Delino of the Orange County Cities Authority. “It’s just how the member cities decided to do it. . . . We wanted to get people interested.”
