Man Sought in Kidnaping Is Arrested : Standoff: Construction worker accused of abducting estranged wife and children is captured after holding deputies at bay for 11 hours.

A construction worker wanted by Washington state authorities on charges of kidnaping his estranged wife and two toddlers was arrested at his home in Acton early Friday after an 11-hour standoff with sheriff’s deputies.

No one was injured, although 20 to 25 neighbors were evacuated because of reports that John Logan Capps, 43, had an arsenal inside his house.

Capps had already released his wife, Connie, 33, and their sons, ages 2 and 4, when Los Angeles County deputies surrounded his house. Despite the reports of an arsenal, deputies only found a revolver, said Los Angeles County Sheriff’s Sgt. Bob Denham.

Capps, described by deputies as a felon with an extensive criminal record, was charged with three counts of kidnaping. He was being held without bail in the Antelope Valley sheriff’s station until his return to Yakima County, Wash., where his wife and children had been staying with relatives.

The ordeal began in Yakima County on Oct. 10, when Capps allegedly confronted his wife outside a relative’s home and used a stun gun to subdue her. Yakima County Sheriff’s Detective Dave Johnson said Capps bound his wife and handcuffed her, then put her in his car with their children and drove to Los Angeles County.

Yakima County deputies, who were contacted by Connie Capps’ relatives, reached Capps by phone Sunday at his Acton home and persuaded him to send his wife and children back to Washington.

About 2:30 p.m. Thursday, Los Angeles County deputies went to Capps’ home in the 3700 block of Cory Avenue to arrest him.

A sheriff’s SWAT team set off a fake grenade about 1:15 a.m. to draw Capps’ attention and entered his house through a back door, Denham said. They found him hiding under blankets on a bed and took him into custody without incident.
