One day The Times reports that a Laguna Beach police officer who failed to shut off his engine and set his parking brake, thereby critically injuring a man, is not even to be disciplined by his department (“Officer Whose Car Ran Over Man Won’t Face Charges,” Oct. 30).
The next day The Times reports that two children in Laguna Niguel were handcuffed and arrested for skateboarding in public. Welcome to the bizarre world of law enforcement in Orange County.
