Monterey Park : Kiang Takes Over as Mayor

Lawyer Samuel K. Kiang has been installed as Monterey Park’s mayor, a nine-month position that rotates among the City Council’s five members.

Kiang, 42, was sworn in Monday during an elaborate ceremony in City Hall attended by about 300 people. He succeeds Betty Couch, who remains on the council until her term expires in April. Kiang’s term runs until 1994.

In addition to his law degree, Kiang has master’s degrees in engineering and business administration. He practices immigration and business law.

As a councilman, he has pushed for a hiring program for bilingual firefighters and emergency dispatchers, a stand that brought him praise from the Chinese community and criticism from city employee associations.
