PAPER MESSAGE: The Child Abuse Council of Orange County is unhappy with Gov. Pete Wilson’s proposal to cut some welfare benefits by 25%; it’s countering with a campaign to send the governor paper plates. The message: “Welfare cuts mean empty plates for children,” says MaryAnn Xavier, its spokeswoman. “If we put additional stress on parents by taking away what meager income they receive, it increases the chances of (child) abuse.”
