Here Come the Critters: Steve Bochco’s animated comedy series “Capitol Critters” will get an elaborate introduction on ABC in January. A special preview will air Jan. 28 between two popular Tuesday shows, “Full House” and “Roseanne.” Then on Jan. 31 (a Friday), “Critters” will be positioned between “Family Matters” and “Perfect Strangers.” The next evening, it will debut in its regular 8 p.m. timeslot as part of a new four-comedy Saturday night programming block. Neil Patrick Harris of “Doogie Howser, M.D.” is the voice of Max, who in turn is a young field mouse who moves to Washington to live in the White House with other mice.
