Why the surprise over volunteers and laid-off instructors teaching university classes (“Colleges Use Volunteer Teachers to Save Classes,” Dec. 25)?

After the passage of Proposition 13, colleges and universities made a headlong rush to off-load courses into fee-based “community service” or “extension” programs. The instructors in those classes were and continue to be paid from the fees generated by the classes. The fact that Cal State campuses have now been forced to join the parade should come as no shock.

The sad fact is that many fee-based courses expand the gap between those who can afford to pay for such extra programs and those who cannot.

If education and government leaders see this as a solution to our problems, maybe the problem is with our leaders.
