MAYBE NEXT TIME: Penny Hartman of Laguna Niguel couldn’t recall answering a county survey on traffic improvements. But she was pleased when the county’s traffic czar himself, Stan Oftelie, sent her a thank-you letter this week with a coupon for a free bus ride. The only problem was, the coupon expired in February. . . . Oftelie’s comeback: “We tricked her.” Actually, Oftelie says, he doesn’t know how the error occurred or with how many people. But he plans to call Hartman to make amends.
