CROWD CONTROL: Another cancellation: this weekend’s Mariachi Festival in Santa Ana, a Cinco de Mayo celebration that was expected to draw more than 50,000 people a day. Festival organizers are angry about it, too. The city forced them to postpone it for a few weeks because of the L.A. riots. . . . “Our Hispanics are not responsible for the rioting--why should we be punished?” asks one organizer, Florinda Mintz. But City Manager David N. Ream answers: “We just didn’t think this was a good weekend for large crowds. We are sorry for the short notice.”
