Every day motorists drive nonchalantly over them, sit impatiently on them in gridlock traffic or hurriedly cross them to get to the other side. No doubt about it, North County gives its streets and highways a heavy-duty workout. Although millions are being spent to get or keep roadways in shape, planners today are setting their sights not on building more but on getting people out of the habit of taking their car everywhere they go--and of going it alone.
