CALIFORNIA IN BRIEF : SAN DIEGO : 2 Women, Latino Get Police Promotions

Police Chief Bob Burgreen promoted a black woman, a white woman and a Latino man to assistant chiefs in a move to help increase high-level diversity in the city Police Department. Capt. Rulette V. Armstead, 41, becomes the highest-ranking black in the department’s 103-year history. She and Capt. Nancy Goodrich, 39, also become the first women to hold such high posts within the department. Capt. George Saldamando, 41, is the second Latino to be promoted to an assistant chief position. The department has been widely criticized for having few minorities in upper-management levels. Burgreen had vowed to make the department’s leadership more diverse, to reflect the changing face of San Diego. “These appointments reflect the changing demographics of the Police Department,” Burgreen said.
