A federal prosecutor in Helena, Mont., confirmed that Steve Howe, New York Yankee relief pitcher, agreed to plead guilty to one misdemeanor cocaine charge in return for the dismissal of a second charge.

Kris McLean, assistant U.S. attorney, declined to provide details of the plea agreement. But he said a description of the agreement Howe gave the New York newspaper Newsday was accurate.

Newsday, quoting unidentified sources, said the plea agreement calls for Howe to do no jail time. Instead, the newspaper said, he will be fined and ordered to do community service and undergo mandatory drug counseling.

Fay Vincent, baseball commissioner, told Newsday that he has reached a decision on George Steinbrenner’s request to be reinstated as managing partner of the Yankees and “will publish it fairly soon.” But Vincent left to spend the weekend at Cape Cod, Mass., without making any announcement.

The San Francisco Ball Park Advisory Committee accepted a proposal to build a $130 million privately-funded stadium near downtown. Panel members hope to put the question to voters on the November ballot.

Tommy Greene, who has not pitched since May 12, will be sidelined for at least six more weeks because of tendinitis in his right shoulder, the Philadelphia Phillies said.
