Nicolau set Sept. 4 as the deadline for briefs in the grievance filed by Steve Howe and Sept. 9 as the deadline for reply briefs. Howe was suspended indefinitely by Commissioner Fay Vincent on June 8 after agreeing to plead guilty in U.S. District Court to a misdemeanor charge of attempting to possess cocaine.
