M. Oliver Koelsch; Federal Appeals Judge Since 1959
M. Oliver Koelsch, 80, a judge on the U.S. 9th Circuit Court of Appeals since 1959. A native of Boise and former Idaho lawyer and state judge, Koelsch was appointed to the federal bench by President Dwight D. Eisenhower. Koelsch took a disability retirement and accepted a reduced work schedule as a senior judge in 1976, citing exhaustion because of the court’s growing caseload. The 9th Circuit handles federal appeals in nine western states, including California. On Tuesday in Seattle of cancer.
