* APPOINTMENT: Approved the appointment of David W. Louie to the Board of Planning Commissioners, replacing William Luddy, who was appointed to the Metropolitan Water District. Louie’s term will end June 30, 1995. He lives in the Hollywood area.

* WALK OF FAME: Approved adding the names of actor Edward Asner and comedian Roseanne Arnold to the Hollywood Walk of Fame. A ceremony for Asner is scheduled today at 11:30 a.m. at 6363 Hollywood Blvd. The ceremony for Arnold is scheduled for 11:30 a.m. Sept. 25 at 6767 Hollywood Blvd.

* BACK-YARD VOLLEYBALL: Approved the temporary closing of the 900 block of Harding Avenue in Venice from 7 a.m. to 10 p.m. Saturday for the Venice Backyard Volleyball Championships.

* AIDS FUND-RAISER: Zev Yaroslavsky has requested that Melrose Place between La Cienga Boulevard and Alfred Street in West Los Angeles be closed from 7 p.m. Nov. 7 to 11 p.m. Nov. 8 for a fund-raiser by Project Angel Food, a nonprofit organization that supports AIDS patients.

* GATES: John Ferraro has proposed that the walkway south of Beverly Boulevard between Rossmore Avenue and Arden Boulevard in the Hancock Park area be closed by gates to deter criminal activity and eliminate trash dumping.

HOW THEY VOTED: How Westside representatives voted on selected issues. * SCENIC DRIVE: Approved spending $33,114 that will allow the Santa Monica Mountains Conservancy to continue providing security, parking and traffic control services along the Mulholland Scenic Corridor. It was necessary to provide the money because state funds were withdrawn, officials said. Passed: 12-0. Voting yes: Marvin Braude, Ferraro, Ruth Galanter, Mark Ridley-Thomas and Yaroslavsky. Nate Holden and Michael Woo were absent.

* DISASTER CONSULTANT: Approved a request to hire a consultant who will provide technical advice on acquiring grant money for natural and man-made disasters to the city. Passed: 12-0. Voting yes: Braude, Ferraro, Holden, Ridley-Thomas, Woo and Yaroslavsky. Galanter was absent.

* GATED: Approved the closure of the alley west of Central Avenue between 104th and 105th streets to deter criminal activity and prevent trash dumping. The alley will be closed by gates at no cost to the city. Passed: 12-0. Voting yes: Ferraro, Holden, Ridley-Thomas, Woo and Yaroslavsky. Braude and Galanter were absent.

* COLUMBUS CELEBRATION: Approved the temporary closing of San Fernando Mission Boulevard between Columbus and Noble avenues in Mission Hills from 8 a.m. to 8 p.m. Oct. 11 for the “Discovery of America” celebration sponsored by the Knights of Columbus. Passed: 12-0. Voting yes: Ferraro, Holden, Ridley-Thomas, Woo and Yaroslavsky. Braude and Galanter were absent.
