Marcel Capers, an Arizona State basketball player who was suspended for his role in a theft while a student at College of the Sequoias in Visalia, Calif., was partially reinstated by the Sun Devils, but another still must meet conditions set by the athletic director before his suspension would lifted.
Capers will be allowed to participate in the team’s first practice Nov. 1, Athletic Director Charles Harris said. He also must undergo counseling and complete 10 hours of community service with underprivileged children to get fully out from under the suspension.
