SIMI VALLEY : Council Gives Final OK to Annexation

The Simi Valley City Council has given final approval to expand the city’s boundaries to include the 2,686-acre Whiteface project, where developers want to build three golf courses and almost 1,500 new homes.

The council tentatively approved the Whiteface plan in February and voted at Monday’s meeting to give final approval to the project. Ventura County’s Local Agency Formation Commission approved the annexation in June and rejected an appeal by the Moorpark branch of the Environmental Coalition in September.

The annexation papers will now be forwarded to the state before the city’s new boundaries are recorded by the county, Simi Valley officials said.

The Whiteface area is north of the present city boundaries in Sand, Dry and Tapo canyons next to 2,230-foot Whiteface Mountain, which is visible throughout the city.

Two Los Angeles developers, Lowe Enterprises and Hermes Development, plan to build the golf courses, 1,128 houses in a planned senior citizen community and 364 large private houses. Under the proposal, more than 1,000 acres would be preserved as parkland.

City officials have begun reviewing more detailed building plans submitted by the developers. Construction could begin in 1993, a spokesman for the developers said.
