The Baldwin Park Chamber of Commerce honored Councilwoman Julia McNeill on her 70th birthday at a dinner at the Velvet Turtle in Covina.

O’Neill, who has been active in the community for 25 years, was elected to the council to fill the remaining three years of her husband, Robert H. McNeill Sr. She then was reelected to an additional four-year term. She spent three of the five years in office as mayor pro tem.

She is also involved in the board of directors of the Manpower Consortium, president of the board of directors of the Boys & Girls Club, city alternate representative to the League of California Cities, Mid Valley Democratic Club, City of Hope Auxiliary, Baldwin Park Woman’s Club, Baldwin Park Historical Society, United Way African American Initiative Committee and St. Stephens Missionary Baptist Church.

Dr. Alan D. Russakov has been named medical director of Casa Colina Hospital for Rehabilitative Medicine in Pomona, replacing Dr. Donald C. Weir, who retired. Russakov previously was chief of the Department of Physical Medicine and Rehabilitation at Mount Sinai Hospital in Hartford, Conn.

June Shafer of Arcadia has been appointed to the national board of directors of the Alliance to the American Dental Assn. She will serve as chairwoman of the Dental Health Education Committee.

The alliance, a national organization for spouses of dentists, conducts community programs to promote dental health. Shafer, a dental hygienist, is the wife of Dr. John Shafer, whose practice is in Monrovia.

Richard K. Kiel Jr., associate administrator of Huntington Memorial Hospital, has been named president of the board of directors of the Homemaker Service of Pasadena. The agency provides in-home care to the elderly, convalescent and disabled.
