Holiday Watching: NBC has lined up Julie Andrews to host its annual “Christmas in Washington” special on Dec. 19. . . . KTTV Channel 11 will air back-to-back live telecasts of the Tournament of Roses Parade on Jan. 1, broadcasting first at 8 a.m. from near the start of the parade, then airing a second live telecast at 10:30 a.m. from a site near the end of the route. And yes, veteran parade commentator Bill Welsh will be on hand for his 46th Rose Parade.
