A private burial at sea with full military honors is being arranged for longtime Oxnard resident Lt. Col. James Elwood Stauffer, who worked 16 years as an attorney for the federal government.

Stauffer died Monday at age 74 following a lengthy illness.

He was born in Lancaster and moved to Ventura County 19 years ago. Stauffer was in the Marine Corps, retiring after 21 years of service. Following his military service, he was employed 16 years as a federal attorney, working for the Federal Trade Commission and the Department of Defense.

Stauffer was an avid horseman, having recently sold a racehorse that he had owned for 18 years, family members said.

He is survived by his wife, Phyllis, of Oxnard, one son, one stepson, two stepdaughters, a sister and three grandchildren.

The burial service will be conducted aboard a Navy vessel out of the Port of Hueneme on Tuesday, according to officials of Guardian Memorial of Ventura County in Oxnard.
