BREA : Councilman Quits Redevelopment Body

Councilman Carrey J. Nelson, who has abstained repeatedly on redevelopment issues over the past two years, has resigned from the Brea Redevelopment Agency.

In a letter to Mayor Burnie Dunlap on Jan. 7, Nelson said it would be in the best interest of the community to have five fully participating members of the Redevelopment Agency and not the current situation where he has had to abstain on several occasions because of an apparent conflict of interest.

He said the appearance of conflict comes from his ownership of a residential property located more than 300 feet from the downtown development project. He has also requested the Fair Political Practices Commission for an opinion as to whether a conflict exists.

The City Council normally sits as the Redevelopment Agency. However, the council has the power to appoint non-members of the council to the agency.

According to Assistant City Manager Tim O’Donnell, the council has the options of leaving Nelson’s seat open or filling it by appointment.

He said the council will consider the options at a public meeting when Nelson, who was on vacation, returns to Brea on Jan. 18. Nelson’s term expires in 1994.

“I applaud his sense of the greater good in making this decision,” Dunlap said. “The agency will miss his insight and experience.”
