Two of the greatest records in track, Carl Lewis’s 100-meter sprint and Mike Powell’s long jump, were set on a track that did not conform to international rules, The Sunday Times of London reported.

Tests by a British lab before the 1991 world championships showed the National Stadium track in Tokyo was harder than allowed by IAAF rules, the newspaper said.

An unprecedented six men finished the 100 meters in less than 10 seconds, and Lewis set a world record of 9.86 seconds. Powell broke Bob Beamon’s 23-year-old long jump record with a leap of 29 feet 4 1/2 inches.
