BUS BUCKLES? If seat belts save lives, why aren’t they provided for passengers on county transit buses? Sarah Catz, an alternate on the county transportation board, says they should be. . . . On Monday, she persuaded the board to order a staff study and respond within a month. Catz cited a Southern California bus accident last week in which several were injured. Catz says she was once saved by a seat belt herself when her car struck a tractor-trailer rig.
