Frances Carie Morse of Anaheim, who twice received the highest honor for a Girl Scout leader during her nearly 30 years of service to Scouting, died on Tuesday after a lengthy illness. She was 67.

Mrs. Morse was known as “Frankie” and “Miz Em” to family, friends and her former Girl Scout troop, the Anaheim Horizons.

Daughter Kathleen Anderson said: “I graduated from high school 15 years ago, but she loved (Scouting) so much she kept doing it.”

An avid hiker and canoeist, Mrs. Morse took troops backpacking in Hawaii and white-water rafting in Utah, Anderson said. “She helped us experience life. She didn’t just baby-sit us.”

In 1958 she moved to Anaheim and was employed by the city for 20 years.

“My mom was real pro-Anaheim,” Anderson said.

For the last two years Mrs. Morse had been working for the Orange County Transportation Authority.

She is survived by her husband of 46 years, Al; five children, Alan, Steven, Karen Akana, Toby and Anderson; two sisters; a brother, and 13 grandchildren.

A memorial service will be held at the Garden Church, 8712 E. Santa Ana Canyon Road in Anaheim Hills, on Feb. 27 at 1 p.m.

In lieu of flowers, donations can be made to the Girl Scout Council of Orange County, Frankie Morse Memorial Fund, P.O. Box 3739, Costa Mesa, Calif. 92628-3739.
