NEWPORT BEACH : Council to Vote on Back Bay Speed Limit

The City Council today will consider approving a 15-m.p.h. speed limit today on the popular recreational road that cuts through the Upper Newport Bay Ecological Reserve.

The proposed speed limit, tentatively approved by the council two weeks ago, is designed to increase safety for bikers, joggers and bird watchers who share the two-lane Back Bay Drive, extending almost three miles from Eastbluff Drive to Jamboree Road.

A city report described the road as a “human obstacle course” during periods of peak use in the summer.

There have been 22 reported accidents in the past three years, most involving bicyclists.

Jim Brahler, assistant traffic engineer, said there will be a heavier police presence on the road, but acknowledged the ordinance will be difficult to enforce.

Back Bay Drive has been closed since January when it was blocked by dirt that slid down the bluff during the heavy rains.

“The speed limit won’t take effect until the road is reopened and signs are posted,” Brahler said.
