REROUTED: The Laguna North Neighborhood Assn. is campaigning against plans to close a mile of Newport Coast Drive in 1994--for three years--during construction of the San Joaquin Hills Transportation Corridor. . . . The coastal drive opened in 1991 to give South County commuters added freeway access. It will close from MacArthur Boulevard to just south of Bonita Canyon Drive. “It negates the whole purpose of Newport Coast Drive,” says the neighborhood group’s Louis Garfin.
