The Ventura City Council has decided to loosen restrictions on residential development and pave the way for projects delayed since 1990 by the drought.
The council voted unanimously to consider new proposals for up to 35 houses or apartments, and scheduled a May public hearing to allow nine stalled projects to move forward.
Since March, 1990, no new housing has been permitted except for affordable units. The end of the drought, construction of two new wells and the city’s decision to build a desalination plant will result in enough water to allow new construction, city officials said.
