GLENDALE : Enforcement of Strict Parking Plan Delayed

City transportation and parking commissioners, in a split vote, have approved a request by Glendale Community College officials to delay enforcement restrictions on parking by non-residents around the school until November, officials said.

The 4-2 decision came after an earlier 3-3 vote that would have rejected the proposal to push back enforcement from Aug. 24 to Nov. 25, commissioners said.

Commission Chairman Brian Navis changed his vote to support the delay. Anita M. Williams was absent from the seven-member commission meeting Monday night. On Wednesday, Navis said his decision was based on personal issues, but he declined to elaborate.

Parking commissioners had made the permit plan a city ordinance two months ago, restricting student parking on residential streets near the college and only allowing residents with permits to park there. Residential stickers would cost $6 a year, including three guest passes.

The measure was to have been effective the first day of the fall semester. But college administrators realized that it could upset newly enrolled students and cause them to go to another college. They hoped that it could be delayed until January, the scheduled completion date for a 750-space parking structure.

On Monday, college President John A. Davitt offered a compromise in which the permit ordinance would take effect in November, giving students more time to prepare for changes in parking.
