Beating Victim Files Claim Against City

LAGUNA BEACH — A man who was badly beaten here in January has filed a claim against the city for more than $86,000.
Loc Minh Truong, who police say was targeted by out-of-town assailants because they thought he was gay, is alleging that the city failed to provide adequate security.
The City Council will consider the claim on Tuesday. City staff is recommending that it be denied.
The claim includes a demand for $86,438 for initial medical treatment plus an additional unspecified amount.
The attack occurred about midnight Jan. 9 near the beach between Mountain Road and Thalia Street.
