SEAL BEACH : Curbside Recycling to Start in February

City officials this week unveiled a long-awaited curbside recycling plan that complies with state regulations without increasing trash collection bills.

Curbside recycling will begin in the Marina Hill and College Park East districts in February and is expected to start in the Old Town area next summer.

The gated communities of Leisure World and Surfside use private trash hauling services and will not be immediately affected by the recycling program.

Seal Beach is one of the last cities in Orange County to adopt a curbside recycling program, which is required by state laws.

The recycling will be handled by Briggeman Co. as part of a multiyear contract to collect regular trash as well as recyclables.

The firm will give residents two 100-gallon drums--one for cans and bottles and the other for non-recyclable items. Eventually, residents will receive a third receptacle for “green waste” such as grass clippings and leaves.

Separation of the collected recyclable materials will be done by the company at a sorting center.

City Manager Jerry L. Bankston said that residents will not pay extra for the recycling program. But in order to absorb the added costs of recycling, trash collection service will be reduced from twice a week to once a week.

The City Council discussed the recycling plan Monday evening and expressed general support for the idea.

But Councilman Frank Laszlo asked officials to look into the possibility of offering residents smaller trash receptacles.
