A summary of selected City Hall actions this past week affecting Central Los Angeles.

CITY COUNCIL

* AIDS FUNDS: Approved spending $44,000 in Ryan White CARE Act funds to be used by various agencies to assess HIV/AIDS education and treatment needs of the homeless in Downtown. These are federal funds distributed through Los Angeles County. The Ryan White Comprehensive AIDS Resources Emergency Act was named after the late Indiana teen-ager who crusaded against AIDS discrimination after he contracted the disease through treatment for hemophilia.

* CLEAN AND SAFE: Approved spending $75,000 to extend the Clean and Safe program for an additional 13 weeks through the holiday season in the garment district. The cleanup program, which is funded by both public and private money, hires the homeless to pick up litter, paint over graffiti and steam-clean sidewalks.

* ARTWEEK: Approved waiving $2,500 in city permit and traffic-control fees for ARTWEEK ‘93, scheduled for the first three weeks in December. The event will profile the works of local artists at several locations.

* FESTIVAL DE LOS MARIACHIS: Approved waiving $2,529 in fees and overtime salaries for traffic officers for the Festival de los Mariachis de Los Angeles in Boyle Heights on Nov. 21.

* U.S. AND KOREAN FLAGS: Approved waiving $474 in fees to display the flags of the United States and South Korea on light standards along Olympic Boulevard between Western and Vermont avenues celebrating the visit of South Korea President Kim Young Sam’s visit to Los Angeles Nov. 17-18.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * TRAFFIC CONTROL FEES: Approved a proposal by Ridley-Thomas requesting that the chief legislative analyst office determine how much revenue from traffic control fees has been waived for parades and other community events. In January, the council passed legislation requiring that fees be charged for these events, but the council has since allowed numerous exemptions. Passed: 11-0. Voting yes: Richard Alatorre, Jackie Goldberg, Nate Holden, Mark Ridley-Thomas and Rudy Svorinich Jr. Absent: Mike Hernandez and Rita Walters.

* SALARY HIKE: Approved a proposal redirecting automatic 5% salary raises for council members next year to other purposes. The money amounts to an estimated $4,600 for each council member, effective Jan. 1. The money will become part of each member’s district funds and each can decide how it will be spent. Some members criticized the move as public posturing. Passed: 10-2. Voting yes: Alatorre, Goldberg and Svorinich Jr. Voting no: Holden and Ridley-Thomas. Absent: Hernandez and Walters.
