Regulators Reverse $935-Million Claim Against Oxy: The oil company said the Federal Energy Regulatory Commission reversed a 1988 order issued by the Department of Energy’s Office of Hearings and Appeals. The order involved claims that an Occidental Petroleum Corp. predecessor overcharged for oil regulated under federal price control laws in 1979 and 1980. Oxy bought the predecessor, called City Service Oil & Gas Corp., in 1982 for $4 billion and renamed it Oxy USA Inc. Oxy is still defending separate proceedings brought by the DOE’s enforcement staff in 1992 alleging that the transaction violated other regulations. That case is pending before the Office of Hearings and Appeals.
