* Habitat for Humanity of San Fernando/Santa Clarita Valleys has a program to help low-income homeowners repair their dwellings. No profit/zero interest loans are available for qualifying homeowners who have minor to moderate damage--broken windows, damaged porches, pipes and chimneys--and those who have major repairs. Homeowner must help with repairs. The organization also has a new housing program that requires a 1% down payment. Homeowner must help with the work. * A One-Stop Post-Earthquake Permit Center will open Monday to assist county residents in their efforts to rebuild damaged structures in the Santa Clarita Valley. The center will be at 23757 Valencia Blvd., Valencia. It will be staffed by representatives of the Fire Department and Building and Safety/Land Development Division of the county Department of Public Works from Monday through Friday, and with representatives of the Health and Regional Planning departments on Mondays and Wednesdays. The hours will be 8 a.m.-4:30 p.m. The center will provide information to homeowners on rebuilding and will streamline the permit process by allowing an applicant to receive all necessary agency approvals at one location.
