LAGUNA NIGUEL : Last Section of Cabot Road Opens

The last section of Cabot Road, which officials expect will become an important alternative to Interstate 5 between Oso Parkway and Crown Valley Parkway, opened this week during a dedication ceremony.

Board of Supervisors Chairman Thomas F. Riley presided over the ceremony to mark the opening of the last section of Cabot Road between Rapid Falls Road and Crown Valley Parkway.

Before the road was completed, motorists traveling between the eastern borders of Laguna Niguel and Laguna Hills had to use Interstate 5 between Crown Valley and Oso parkways.

The $2.6-million project, expected to help residents in their local commutes and ease notorious freeway jams, was paid for through the Coastal Area Road Improvement and Traffic Signal Fee Program. The program, also known as CARITS, collects fees from new development in the area rather than using gas-tax funds.

Work on the final section of the road, which has been in the planning stages about 10 years, started in October, 1992, by Sully-Miller Contracting Co. of Orange.

The first link of Cabot Road from Oso Parkway to Rapid Falls Road was completed in 1989 through a joint county/developer effort.
