CONROY’S CANE: Many of his fellow legislators consider his idea ludicrous, but Mickey Conroy (R-Orange) is getting calls almost 50-1 in favor of his idea for a bill to start “caning” juvenile graffiti vandals. Even New York deejay Howard Stern praised him. . . . Conroy says it wouldn’t really be a caning, but a public paddling--up to six whacks. It wouldn’t be brutality, he says, but a needed “humbling.”
