No criminal charges will be filed in connection with the death of a reserve police officer who was shot during a training exercise in Gilroy, Santa Clara County prosecutors said. Theodore Brassinga, 33, a Palo Alto reserve officer, died May 15 during a role-playing exercise designed to train police for the upcoming World Cup soccer tournament. “This was an accident,” said Dave Davies, an assistant district attorney. “It shouldn’t have happened, but the gross negligence required by law just isn’t there.” Investigators focused on why a loaded gun was used during the training session. Davies said Wednesday that officers followed standard weapons-checking procedures, but that a specially trained range master inadvertently failed to unload his gun.
