CITY HALL ROUNDUP

BEVERLY HILLS: The City Council just may give its members an additional year in office.

Council members this week said they would consider giving themselves another 11 months in office because of a change in the 1996 election schedule.

The issue arose after the state Legislature changed the date of the California presidential primary from June, 1996, to March 26, 1996, so that it is held earlier in the presidential campaign. The Legislature also authorized cities to reschedule general municipal elections.

The Los Angeles County Registrar-Recorder’s office, which oversees the elections, has asked municipalities that receive its help to reschedule the date of local elections from April, 1996, so that it is not so close to the primary.

The county has said it would be unavailable to help Beverly Hills conduct the April 9, 1996, municipal election because of the date’s proximity to the presidential primary.

City officials said they require the county’s aid to conduct elections and would like to reschedule the city election to coincide with an existing county-run election. The possibilities are Nov. 8, 1996, and March 4, 1997.

November would not be good, officials said, because voters may confuse issues with the Beverly Hills Board of Education election already scheduled for that date, council members said.

The council will vote June 21 on whether to hold the election in 1997.

The terms of Beverly Hills Mayor Vicki Reynolds and councilmen Allan Alexander and Tom Levyn are scheduled to expire April 9, 1996. If the date is changed to March 4, 1997, Levyn, who would be the senior council member then, could rotate into the mayoral position without facing reelection. The two council members elected this year, MeraLee Goldman and Les Bronte, would have their terms extended from April, 1998, to March, 1999.
