MISSION VIEJO : Laws Proposed on Adult Material

The Planning Commission tonight will review proposed ordinances that deal with adult videos and publications sold in newspaper racks.

The task before commissioners is deciding what newspaper vending machine periodicals are obscene or harmful to minors--standards the city can use to restrict their display on newsstands, Assistant City Atty. Tim Cremin said.

Under the news rack “blinder” ordinance before the commission, any periodical displaying parts of the human anatomy considered obscene would be required to cover most of the rack.

The proposed ordinance includes lengthy definitions of what is considered obscene and harmful material, including words, pictures or illustrations showing sexual acts.

The adult video proposal would tighten the city’s zoning regulations on where and how X-rated videos could be sold and rented.

After a year of research and public hearings, the City Council recently established zoning laws that limit where adult businesses could open in Mission Viejo.

The commission will decide whether to recommend the adult video and the newspaper rack ordinance to the council, which has the final say on the issue.
