Dallas City Council members Glenn Box and Domingo Garcia have caught soccer fever--and flack. Instead of attending a budget meeting, they went to the Cotton Bowl to watch a World Cup game in June. The meeting was canceled, and council members will have to grapple with a $38-million deficit later. The absences probably will be noted by opponents during the next council campaigns.
